Community Services and Supports (CSS) refers to “System of Care Services” as required by the MHSA in WIC Sections 5813.5 and 5878.1-3. The change in terminology will differentiate MHSA Community Services and Supports from existing and previously existing System of Care programs funded at the federal, state and local levels.
The MHSA requires that “each county mental health program shall prepare and submit a three-year plan which shall be updated at least annually and approved by the State of California Department of Mental Health (SDMH) after review and comment by the Oversight and Accountability Commission.” The MHSA further requires that “the department [SDMH] shall establish requirements for the content of the plans.” Annual updates of this plan will be required pursuant to MHSA requirements.
On February 14, 2006, the California State Department of Mental Health (SDMH) approved the Mental Health Services Act (MHSA) – Community Services and Supports Plan for the Los Angeles County Department of Mental Health (LACDMH).
