Early and Periodic Screening, Diagnostic and Treatment

EPSDT (Early and Periodic Screening, Diagnostic and Treatment) is the web service Contract Providers use to submit CANS-50 (Child and Adolescent Needs and Strengths) and PSC-35 (Pediatric Symptom Checklist) assessments to LA County DMH. Standard CANS assessments now receive an automatic Level of Care (LOC) recommendation as part of submission.

EPSDT is now part of the Healthcare Information Data EXchange (HIDEX) platform. The same 10 SOAP operations you use today (Add, Get, Search, Update, Delete for CANS and PSC) continue to work with your existing XML messages — only the endpoint address and authentication method are changing.

What’s Changing

  • New endpoint address — SOAP requests move from b2b.dmh.lacounty.gov to the HIDEX domain shown above
  • New authentication — OAuth2 client credentials (bearer token) plus an APIM subscription key, replacing the prior certificate-based access
  • Same message format — Your existing AddCANS, AddPSC, and other SOAP/XML messages continue to work unchanged
  • Same 10 operations — SearchCANS, AddCANS, GetCANS, UpdateCANS, DeleteCANS, SearchPSC, AddPSC, GetPSC, UpdatePSC, DeletePSC
  • New: Level of Care — Standard CANS assessments now receive a recommended Level of Care (1–5) in the response

Your current b2b endpoint keeps working. The legacy b2b.dmh.lacounty.gov/EPSDT, b2bqa.dmh.lacounty.gov/EPSDT, and b2btst.dmh.lacounty.gov/EPSDT web services remain fully operational and unaffected. There is no immediate action required. These legacy endpoints will continue to work until this new version is deployed to the QA and PRODUCTION environments, at which point DMH will announce a transition timeline and eventual retirement date.

 

Getting Started

  1. Contact DMH CIOB Help Desk via HEAT Self Service portal to request EPSDT access
  2. Receive Credentials — DMH will provision your OAuth2 client credentials and subscription key
  3. Review the Companion Guide — Download the guide above for endpoint details, message formats, and error handling
  4. Test in TEST — Point your integration at the TEST endpoint and validate all 10 operations
  5. Certify in QA — Complete the certification checklist in the Companion Guide
  6. Go Live — Receive PRODUCTION credentials and cut over
