Rhonda Higgins, Psy.D
Program Director
Dr. Rhonda Q. Higgins is a Clinical and Forensic Psychologist currently serving as a Countywide Division Chief with the L.A. County Department of Mental Health. She is responsible for overseeing the following programs: Veteran & Military Family Services, Enhanced Care Management, Preventing Homelessness Promoting Health, and Women’s Wellbeing.
Following her undergraduate studies as a Presidential Scholar at California State University – Northridge, Dr. Higgins started working with Justice-Involved Mental Health, severely mentally ill and the veteran populations of the county in 2001.
Leading wraparound, re-entry and other full-service partnership programs inspired her to shift her focus toward improving systems of care for adults with mental illness. This in turn led her to pursue a graduate degree at the Pepperdine University School of Psychology followed by doctoral studies at the California School of Professional Psychology—now known as Alliant International University—where she graduated Magna Cum Laude.
A lifelong resident of Los Angeles, Dr. Higgins’ goal is to inspire the next generation of mental health professionals to serve all populations while embracing the following concepts: member-centered care, recovery, empowerment, cultural humility, community partner collaborations, harm reduction, and community-based service models that emphasize diversity, equity and inclusion.
Dr. Higgins holds a bachelor’s degree in Psychology, a master’s degree in Clinical Psychology and a doctorate in Clinical and Forensic Psychology.
