Integrated Behavioral Health Information System (IBHIS)
IBHIS is the LACDMH’s Electronic Health Records (EHR) system. It facilitates the exchange of clinical, demographic, administrative, financial, claims, outcomes, and other information between the Department of Mental Health (DMH) and Contractors. This exchange occurs exclusively through EDI (Electronic Data Interchange) transactions and other business-to-business (B2B) data collection and interoperability solutions defined by the County.
Full Service Partnership – Outcomes Measures Applications (FSP-OMA)
This application allows clinicians and agency staff to track indicators that measure the outcomes of Full Service Partnership (FSP) mental health services provided to clients.
Prevention And Early Intervention Outcomes Measures Application (PEI-OMA)
This application allows Contractors to collect data on outcome measures for Prevention and Early Intervention (PEI) programs. The data collected from each Evidence-Based Practice (EBP) will enable clinicians to assess the effectiveness of treatments.
Network Adequacy Provider & Practitioner Administration (NAPPA)
The portal application is designed for Contractors to manage their provider and practitioner data for two main purposes:
1. To ensure compliance with the California State Department of Health Care Services (DHCS) as outlined in Information Notice 18-011, which pertains to the Federal Network Adequacy Standards for Mental Health Plans (MHPS). This is necessary for certifying the Los Angeles County Department of Mental Health’s (LACDMH) network adequacy.
2. To enable Contractors to register and submit their practitioners to the IBHIS system, allowing them to process claims for services provided to DMH clients.
Service Request Tracking System (SRTS)
This application allows Contractors to create, update, and transfer service requests among themselves. It also tracks the real-time status of services provided to children and youth under the Specialized Foster Care (SFC) Program for Katie A. Additionally, the application enables DMH Quality Assurance to review service request data and assess whether Contractors comply with Access to Care State regulations.
Notice of Adverse Benefit Determination (NOABD)
This application allows Contractors to create, update, and store Notices of Adverse Benefit Determination for DMH clients. Additionally, it enables the DMH Quality Assurance and Patients’ Rights Office to review and update the information entered by Contractors. The application also collects important data for analytics related to service delivery.
Early & Periodic Screening Diagnostic and Treatment (EPSDT)
This portal application enables Contractors to submit data on two outcome measure assessments – the “Pediatric Screen Checklist (PSC-35)” and the “Child and Adolescent Needs and Strengths (CANS-50)”. The assessment data collected is reported to the California Department of Health Care Services (DHCS).
Wraparound Tracking System (WTS)
This portal application allows the Department of Mental Health (DMH) and its Contractors to track Wraparound clients who have been referred to DMH by the Department of Children and Family Services (DCFS) and Probation for Wraparound services. The system includes features to monitor client enrollment, transfers, exits, reinstatements, and case rate billing.
Consumer Perception Survey (CPS)
This application portal serves as a vital resource for Contractors and directly operated outpatient programs, enabling them to easily communicate with clients and their families. Through the convenience of email and text, they can send age-specific CPS survey forms in a variety of preferred languages, ensuring that everyone can engage meaningfully in the process. The valuable data collected from these surveys will be meticulously compiled and reported to the state, contributing to the enhancement of community health services.
Void Claim Reason Collection (VCRC)
This portal application is intended for Contractors and fee-for-service (FFS) providers to submit detailed explanations for any void claims that occur during a specified reporting period. These submissions must include an attestation of the reasons for the void claims. They are also essential for the mandated reporting that is sent annually to the State.
Justice Enterprise Portal (JEP)
This application streamlines post-release case management. It allows AB109 Contractors to view client demographics and service history, update treatment compliance status, and efficiently obtain admission and discharge authorizations. Contractors can also use the portal to report on all post-release services delivered to their clients.
Change of Provider (COP)
This portal application allows Contractors to submit and track requests for change of provider from consumers, as required by the State.
Clinical Survey Application (CSA)
This application helps both directly operated and Contractors monitor clients’ real-time responses to Dialectical Behavior Therapy (DBT) Diary Card surveys. Contractors can fully customize the Diary Cards to fit individual client needs, including sections for “Life Worth Living Goals”, emotions, and target behaviors. Clients submit their responses securely through email or smartphone, allowing Contractors immediate access for timely review and integration into collaborative treatment planning.
Safety Intelligence (SI) Event Reporting System
The system is used by Contractors to report clinical events involving clients to DMH Clinical Risk Management (CLRM).
