Financial Incentive Programs

Public mental health employees have several opportunities to receive financial incentives to work in the public mental health system.  Available Stipend and Loan Assumption / Repayment programs can be found by clicking on the respective links below:

Loan Assistance Program

This program provides educational loan payment assistance for staff employed in the public mental health system in exchange for continued employment in a hard-to-fill/retain, outpatient public mental health program. This program is available to professionals providing direct service or supervision of direct services with unserved/underserved communities as defined by DMH 


Tuition Reimbursement Program

This program will reimburse tuition expenses related to courses leading to career advancement for staff employed in the public mental health system. Awardees will be required to work in full-time (40 hours per week), hard-to-fill/retain position, providing direct services to unserved/underserved communities in the public mental health system for the duration of their payback service obligation as defined by DMH. 

Underserved Cultural Communities (UsCC) Graduate Recruitment Program

This program targets individuals from unserved/underserved communities who are committed to providing culturally and linguistically competent mental health services to their communities.
This program offers two options.
Option 1 is a three year program which consists of a one year paid internship and two years of funding for a graduate program.
Option 2 is a two year program which provides funding for individuals pursuing a graduate degree in social work with clinical concentration, marriage and family therapy, or licensed professional clinical counseling.  


2nd Year Stipend Program

The 2nd Year Stipend Program provides 2nd year MSW, MFT, and Nurse Practitioner students with a $18,500 stipend in exchange for a one year commitment to work in a hard-to-fill/retain area of the County after graduation.

Loan Assumption / Repayment Programs

Mental Health Professional Shortage Area

In order for mental health staff to be eligible for the National Health Service Corps Loan Repayment Programs (see Loan Assumption/Repayment Programs above), employees must work in a Mental Health Professional Shortage Area (MHPSA).

To independently verify whether your site is located in a MHPSA, go HERE.   Note that expired designations, physical health and dentistry shortage areas are also listed.  The designation must be for the Mental Health Shortage Area and within 4 years of the designation date in order to be active for mental health loan awards. Within Los Angeles County, HERE is a current list of MHPSA designated areas and DMH directly operated NHSC designated sites.

National Health Service Corps (NHSC) Approved Site Application

Agencies located in a MHPSA must submit the NHSC Approved Site Application in order to become an eligible site for NHSC Federal Loan Repayment awarded recipients to work.
